We think this could be new (although an opened bottle) since original string is still around stopper and powder inside seems to fill most of the bottle. However, this could have been used a little over the past several decades but it is difficult to tell. Thus, it may not be new.

The powder level may have settled over the past 90 years which could explain why the bottle does not appear to be full. In any event, the majority of the powder is still there and it still has a nice fragrance.
